The Central Committee of the Communist Party of China and the State Council recently issued the Outline of the Strategic Plan for Expanding Domestic Demand (2022-2035) (hereinafter referred to as the Outline). The Outline points out that firmly implementing the strategy of expanding domestic demand and cultivating a complete domestic demand system is an inevitable choice to accelerate the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other. It is also a strategic decision to promote China's long-term development and long-term stability.
In accordance with the strategic arrangement of building a socialist modern country in an all-round way, looking forward to 2035, the long-term goals of implementing the strategy of expanding domestic demand are: the scale of consumption and investment will reach a new level, and a complete domestic demand system will be established in an all-round way; New industrialization, informatization, urbanization and agricultural modernization have been basically realized, greater achievements have been made in building a strong domestic market, major breakthroughs have been made in key core technologies, and the domestic cycle driven by innovation and domestic demand has become more efficient and smooth; The people's lives will be better, the per capita income of urban and rural residents will reach a new high, the middle-income group will be significantly expanded, and the common prosperity of all people will make more significant substantive progress; The role of reform in supporting the development of domestic demand has been greatly enhanced, the high standard market system has been improved, and the modern circulation system has been fully established; China's participation in global economic cooperation and new competitive advantages have continued to increase, and the international influence of the domestic market has increased significantly.
Anchoring the long-term goal of 2035, taking into account the development environment and conditions, the main goal of implementing the strategy of expanding domestic demand during the "Fourteenth Five Year Plan" period is to promote consumption investment and achieve new breakthroughs in the scale of domestic demand. Improve the distribution pattern and continuously release the potential of domestic demand. Improve the quality of supply and better meet domestic demand. We improved the market system and stimulated domestic demand. Smooth the economic cycle and continuously improve the efficiency of domestic demand development. The Outline proposes that we should adhere to the problem orientation, focus on promoting high-quality development, and deploy key tasks to implement the strategy of expanding domestic demand in response to the major problems faced by China's medium - and long-term expansion of domestic demand, especially the insufficient effective supply capacity, the large distribution gap, the low degree of modernization of the circulation system, the imperfect consumption system and mechanism, and the need to optimize the investment structure. Accelerate the cultivation of a complete domestic demand system, promote the formation of a strong domestic market, and support the smooth domestic economic cycle. The Outline also proposes to improve the logistics infrastructure network. We will coordinate the layout and construction of national logistics hubs, national backbone cold chain logistics bases, and demonstration logistics parks, optimize the national level backbone logistics infrastructure network, improve cross regional logistics service capabilities, and support the construction of a modern logistics operation system of "channel+hub+network". Optimize the commercial logistics facility network supported by comprehensive logistics parks, professional distribution centers and terminal distribution outlets. Accelerate the construction of cold chain logistics facilities for the storage and freshness preservation of agricultural products, improve the coverage of urban and rural cold chain facilities network, and promote the full coverage of the cold chain of food production, marketing and supply.

In terms of building a modern circulation system, the Outline proposes to develop a modern logistics system. Focusing on optimizing the service chain, strengthening the service function, doing a good job in supply chain coordination, and improving the intensive and efficient modern logistics service system. Promote the integrated development of modern logistics industry with agriculture, manufacturing, commerce, etc. We will actively develop road, rail and water combined transport, river and sea combined transport and railway express transport. Explore the establishment of a coordinated logistics mechanism in urban agglomerations, and cultivate an organic collaborative logistics cluster. Optimize international shipping routes, strengthen the international air freight network, consolidate and improve international railway transport organizations such as China Europe Express, promote the development of cross-border road transport, support the optimization of the global layout of overseas warehouses, accelerate the construction of efficient and smooth diversified international logistics trunk lines, and form a safe and efficient logistics network with internal and external connectivity.
