At present, the scale of China's logistics industry has ranked first in the world for many consecutive years. By 2021, the total amount of China's social logistics has exceeded 300 trillion yuan, the total revenue of the logistics industry has reached nearly 12 trillion yuan, the number of logistics market players has exceeded 6 million, and the number of employees has exceeded 50 million. Although the ratio of total social logistics cost to GDP in China is high, the profitability of logistics enterprises in China is generally weak. Most logistics enterprises are still in extensive scale expansion, and the supply chain management level needs to be improved. China's logistics industry urgently needs to improve its quality and efficiency, transform to lean, full process, flexible, personalized, digital and green, fully adapt to industrial upgrading, meet the needs of optimizing the national economic structure, and enhance the country's comprehensive competitiveness.
From the technical level of the logistics industry, we should pay close attention to the purchasing manager index, and guide and implement the policy accurately according to the situation. The purchasing manager index is an important indicator for macroeconomic monitoring, which can be subdivided into manufacturing purchasing manager index and service purchasing manager index. According to the data released by the China Federation of Logistics and Procurement and the Service Industry Survey Center of the National Bureau of Statistics, China's manufacturing purchasing managers' index (PMI) fell to 48.0% in November this year, which was below the critical point for two consecutive months. The downward pressure on the manufacturing industry has increased. Manufacturing production, domestic and foreign market demand and the prosperity level of the service industry have all declined. In November, some regions were greatly affected by the epidemic, the market activity decreased, and the recovery of the service industry slowed down.
At the same time, the supplier delivery time index dropped to 46.7%, and some survey enterprises reported that due to factors such as poor logistics transportation and limited production activities of upstream and downstream enterprises, the supplier delivery time lag and customer orders decrease have increased.
In this regard, we should strengthen the monitoring and analysis of transportation and logistics network operation, highlight the epidemic prevention and control of key logistics hubs, and scientifically and accurately implement truck traffic control measures. Make every effort to ensure smooth terminal distribution. The emergency transportation guarantee telephone at all levels shall be unblocked, the postal express emergency stations, materials and personnel reserve shall be strengthened, and the emergency response and disposal capacity shall be effectively improved. Urge immediate rectification against the excessive traffic control problems reflected by truck drivers and logistics enterprises, such as layer upon layer overweight and "one size fits all".
From an international perspective, we should also take comprehensive measures to accelerate the construction of international logistics networks and improve China's supply chain management. On the one hand, we should vigorously develop smart logistics. Since the 18th CPC National Congress, China has actively promoted the "Internet plus" development strategy, and "Internet plus" efficient logistics is one of the main contents. We should continue to promote the deep integration of new technologies such as the Internet, big data, cloud computing, blockchain, and artificial intelligence with the logistics industry, so that people can enjoy their own business and goods can flow smoothly. Data shows that by the end of 2021, more than 7 million heavy trucks have been installed in China with Beidou Navigation Dynamic Monitoring System, and the logistics industry has accelerated the whole process of "embracing" the Internet.
On the other hand, we should also speed up the pace of "going global" and layout the international logistics network. At present, China continues to expand in international sea, land and air logistics. By the end of 2021, China EU trains have run 49000 trains and transported 4.432 million TEUs of goods in total; China has signed bilateral air transport agreements with more than 120 countries and regions, opening more than 800 international routes; The layout of overseas warehouses and overseas cooperation zones has been accelerated. In 2021, the number of overseas warehouses will exceed 2000, and the comprehensive service capacity of overseas logistics will be significantly improved.
