Recently, the "Fourteenth Five Year" Modern Logistics Development Plan of Kunming City (hereinafter referred to as the "Plan") was issued. During the "Fourteenth Five Year Plan" period, Kunming will build a "652011" modern logistics spatial layout system of "hub+cluster+center+channel". By 2025, it will be basically built into a regional international logistics hub city. By 2035, Kunming will cultivate a world-class logistics hub economic industrial cluster facing South Asia, Southeast Asia and the economic circle around the Indian Ocean.

Total logistics revenue will reach 400 billion yuan
During the "Fourteenth Five Year Plan" period, Kunming will focus on promoting the high-quality development of modern logistics industry, take the opportunity of the construction of a national logistics hub bearing city, rely on the Kunming area of China (Yunnan) Pilot Free Trade Zone and the linkage development zone, the cross-border e-commerce comprehensive pilot zone and the market purchase trade mode pilot, build a modern logistics spatial layout system of "hub+cluster area+center+channel", promote the use of multimodal transport and smart logistics, Focus on supporting the development of cold chain logistics, cross-border logistics, e-commerce logistics, express logistics, trunk branch intermodal transport, distribution distribution and intelligent warehousing, and develop the hub economy. Basically build the key node of the "the Belt and Road" international logistics, an international land port city facing South Asia and Southeast Asia and the economic circle around the Indian Ocean, and a regional international air cargo hub.
By 2025, Kunming will be basically built into a regional international logistics hub city, and the social logistics cost will systematically decline. The supporting position of modern logistics industry in the city's economic development has been fully established, with a total logistics revenue of 400 billion yuan. Cultivate and expand more than 3 to 5 10 billion level logistics (supply chain service) enterprises, and add more than 2 national 5A level logistics enterprises, 2 national four-star and above cold chain logistics enterprises, and 2 national 5A level supply chain service enterprises. Three national logistics hubs and one national backbone cold chain logistics base have been built.
Looking forward to 2035, Kunming will cultivate and form a world-class logistics hub economic industrial cluster facing South Asia, Southeast Asia and the economic circle around the Indian Ocean, and develop into a supply chain resource allocation center with international influence and a high-level open global trade supply chain hub.
Build an international bulk cargo distribution center in Southwest China
The Plan proposes the "652011" modern logistics spatial layout system of "hub+cluster+center+channel". "6" refers to three national logistics hubs and three provincial logistics hubs, namely, the layout and construction of three national logistics hubs, namely Kunming commercial and trade service type, land port type and airport type; Cultivate three provincial logistics hubs: Kunming (Anning) production service, Kunming (Xundian) trade service, and Kunming (Yiliang) trade service. "5" refers to striving to build five logistics clusters, including Taohua Village Logistics Cluster in Anning City, Wangjiaying Logistics Cluster in Economic Development Zone, Airport Logistics Cluster in Airport Economic Zone, Qingshan Logistics Cluster in Jinning District, and Yanglin Logistics Cluster in Songming County; "20" refers to the construction of 20 municipal key logistics centers step by step and classified according to the construction standards of national and provincial demonstration logistics parks; "11" refers to 11 logistics channels that serve the whole province, connect major domestic economic centers, and radiate to countries in South Asia and Southeast Asia.
Among them, Kunming commercial and trade service-oriented national logistics hub consists of Wangjiaying District and Qingshan District in Jinning. Based on the multi-modal transport advantages of Wangjiaying Railway Container Center Station and Zhongyicun Station, it will become the core node of the logistics hub system in Yunnan Province, providing efficient logistics guarantee for the industrial development of Kunming and its surrounding areas. Kunming Mohan land port type (land border port type) national logistics hub consists of Anning Taohua Village area, Anning Caopu area, and Mohan area. Based on the advantages of large-scale trunk line transportation and highway rail intermodal transport facilities, the hub will promote the efficient distribution and transfer of domestic and international goods, and build an international bulk cargo distribution center in southwest China. Kunming airport type national logistics hub is located in the airport economic zone, which relies on the portal effect and hub advantages of Kunming Changshui International Airport to expand the airport cargo collection and distribution mode, comprehensively build a logistics functional system integrating aviation logistics, cold chain logistics, bonded logistics and cross-border e-commerce, and support Kunming to build a national airport economy demonstration zone.
Construction of multimodal transport logistics network
During the "Fourteenth Five Year Plan" period, Kunming will focus on 11 areas, including logistics hub, cross-border logistics, market players, smart logistics, cold chain logistics, aviation logistics, e-commerce logistics, urban and rural logistics, green logistics, emergency logistics and supply chain logistics, to accelerate the construction of a modern logistics operation system in Kunming.
In the development of cross-border logistics, relying on Kunming Railway Container Central Station, Central Yunnan Customs and other resources, actively innovate the service model, strengthen the organization of goods sources and resource integration of China Laos railway, and improve the level of customs clearance facilitation. We will support the international dry ports and foreign ports to reach a seaport dry port strategic cooperation alliance, and promote the coordinated development of dry ports and seaports. With the support of international railway trains and international rail sea intermodal transport trains, we will build a cross-border multi-modal transport system, including road rail, road rail water, road rail sea, road air, etc. We will improve the cross-border air transport system and build a large cross-border air transport channel for South and Southeast Asia.
In terms of cultivating the main body of the logistics market, Kunming will cultivate a number of comprehensive leading logistics enterprises, cultivate a number of professional benchmarking logistics enterprises, introduce a number of logistics enterprises with strong comprehensive competitiveness at home and abroad to settle in Kunming, and effectively promote the development of modern logistics headquarters economy. In the construction of other operation systems such as logistics transformation, Kunming will accelerate the transformation of intelligent logistics and boost the transformation of new and old kinetic energy; Make up for the weakness of cold chain logistics, and promote consumption upgrading; Consolidate the foundation of aviation logistics and refine aviation characteristic logistics; Standardize the development of e-commerce logistics to adapt to changes in consumer demand; Improve the urban and rural logistics system and improve the terminal service capacity; Deepen the concept of green development and accelerate the development of green logistics; Make up for the weaknesses of emergency logistics and strengthen the emergency management system. Improve the level of supply chain integration and promote industrial integration.
The Plan also proposes to implement 11 key logistics projects, including the national key logistics hub project and the aviation logistics development advantage cultivation project. Among them, the key project of China Laos cross-border logistics will promote the formation of Kunming International Train Gathering Center, strive to realize the port supervision function, and accelerate the construction of key logistics node facilities and the coordination of urban logistics resources.
